Cycad looking bad

Which cycad is this and what is wrong with it? Covered patio in San Clemente. A little midday sun.

Maybe too little of sun, if it’s in mostly shade?how often does it rain or get watered? It appears to be some type of Encephalartos, hard to tell in that condition. The fronds are real narrow, possibly from lack of light?

Looks like a Dioon Spinulosum to me. Looks like its been a while since it has flushed a new set of leaves. Do you fertilize it? It might be helpful to cut off all the leaves to try in generate it to flush a new set. Typically, now is the time of year when they flush here in So. Cal. I have three that are flushing for me right now in north east San Diego.

Not enough sun also. It's a Dioon. Looks a bit ignored,under potted.
Hayward Ca. 75-80f summers,60f winters.

My Spinulosum caudex(both of them)is a bit darker than that one, and the old fronds form a pattern on the caudex that overlap each other(kind of like petals on a Rose). FYI I’m not expert in the matter by any means.

It sounds too good to be true..just cut off all old fronds and push the pot into full sun..but it works. Seen it myself a few times. Plus,its a blessing that you dont have to look at the ugly leaves like with some tropicals until new ones comes in. Cycads want to start fresh.

The plant in question is Dioon mejiae, since it has prickles all the way down the rachis to its attachment to the caudex.

Just needs a couple of doses of nitrogen rich fert and it should flush.
