Issues with my dracena Draco

Novice grower in NorCal..what is the significance of these red patches? They are are the new growth too

Assuming that there is no pest involved (I'm thinking probably not...), I would say some sort of fungal issue. I would spray with a fungal spray and that should prevent further spread. Damage would grow out in time.

Mine get those marks sporadically. It seems to correlate with too much water/ not enough light intensity/heat. So far that’s been the extent of the damage, no rot etc.
