It's a Zamia/Coontie. Which one exactly I can't say but that's a start.
Hayward Ca. 75-80f summers,60f winters.

wow,In the background of the Zamia photo I see Delonix in full bloom in the distance and one in leaf as a street tree. I am at the cool end of 10a.

I just cracked open one of the female cones and the seeds are orange as opposed to brown, so I guess you are correct in your ID of Zamia integrifolia

Guadalajara had an enthusiastic hortoculturist married to one of the early mayors who imported TONS of different ficus which can be seen all over the city today along with the Rain of Gold trees (Cassia fistula) and the tabachin; both red (Delonix regia) and yellow (Peltophorum africanum), Jacaranda mimosifolia are everywhere, as are the Tabebuia rosea which are spectcular in bloom, and of course the ever present and pleasant smelling Bauhinia lunarioides and Bauhinia purpurea.
The city is a spectacular riot of color and pleasant odors throughout the spring and summer seasons
