In a word, no! The flower isn't right for an Echeveria.

It looks like it is some type of Compositae but I can't help you any more than that.

At 1st I was thinking it might be something akin to Pinguicula agnata, but my next thought was some miniature Gazania
or relative of it.

2 questions: Is the image yours? Do you know the plants origin?

According to Google Lens it's a Chaetanthera.

Good work. Looks like it might be Chaetanthera lanata. Can't find out much more than that yet but it's listed on the Alpine Garden Society pages so might be in cultivation over here.
