You can plant it as soon as the cut has calloused, you don't need to wait for roots to grow. Or it will survive for longer unspotted as well.
Personally I'd get it potted up now.

I'll pot it up in the next couple of days.

I don't have a good track record with Echeveria, so I wanted to see it root before planting it. I have a high humidity growth environment and getting the soil moisture just right for these has been a challenge for me.

All potted up. These were easy to root. Took me less than a month. Hoping to get them in a better shape now.
