Help ID medusoid euphorbia

Good day all,

have had this in my collection always assuming it was a E. flanaganii but it never have flowered to confirm my suspicion and with the years it has become top heavy and produced what seem to be potential offsets. Anyone having an educated guess?
Another question: if I detach those heads, will those grow developing caudex or they will have an abnormal development?
